1. Saute garlic in oil until soft; add meat and brown on all sides. Add undrained tomatoes, liquid from beans and corn, wine, onion, oregano and pepper.
2. Cover and simmer 1 hour.
3. Stir flour into water until smooth. Stir into meat mixture. Add carrots and celery.
4. Simmer, uncovered, 30 minutes. Add beans and corn during last 5 minutes; heat through. Season to taste with salt-free herb seasoning, if desired.
